For 70 years, the Interstate Highway System (IHS) has connected Ohio's communities, businesses and industries while positioning the state as one of the nation's most important transportation and freight crossroads.

On June 29, 1956, President Dwight D. Eisenhower signed the Federal- Aid Highway Act, providing the federal commitment and funding that accelerated construction of the modern IHS. Designed to improve mobility, safety, commerce and national defense, the system transformed how America moves people and goods.

Seven decades later that investment remains essential to Ohio's economy and quality of life.

“The Interstate Highway System transformed America by connecting communities, expanding access to markets and supporting generations of economic growth. In Ohio, it remains fundamental to manufacturing, freight, logistics and everyday mobility.

Ohio at the Crossroads Approximately 1,500 centerline miles of Interstate and Turnpike highway cross Ohio, representing more than 8,000 lane-miles of pavement. Major east-west corridors (Interstate 70, Interstate 80 and Interstate 90) intersect with north-south routes (Interstate 71, Interstate 75 and Interstate 77), providing Ohio with direct connections to markets throughout the Midwest, Great Lakes, Northeast and South.

Ohio's transportation role extends well beyond its borders. More than 40% of truck vehicle miles traveled on Ohio's roadway network is passthrough traffic, underscoring the state's importance as a national freight corridor. Maintaining these highways, therefore, supports commerce not only within Ohio, but across the country. Better Pavements, Longer Performance Pavement technology has advanced considerably since the Interstate system was created. Improvements in asphalt materials, mix design, recycling, construction and preservation provide increasingly effective ways to extend pavement life, improve ride quality and reduce disruptions to motorists. Ohio's pavement conditions demonstrate that progress. The Ohio Department of Transportation (ODOT) reported that more than 75% of Ohio's Interstate pavement was in “good condition” in 2023, while only 0.1% was classified as “poor.” Over the past decade, the percentage of Ohio Interstate pavement rated in good condition has improved substantially.

At times, it seems like the asphalt industry is losing experienced employees faster than they can be replaced. Unfortunately, this cycle seems especially prevalent when it comes to Ohio Department of Transportation (ODOT)-approved laboratory Level 2 and Comprehensive Mix Design (CMD) Technicians.

Although most videos appear to cover laboratory-related topics, there are some that could be beneficial to paving crews and/or inspectors or engineers working on asphalt paving projects. Today and in future OA issues, “Training in Your Pocket” and “Training in 90 Seconds” videos will be featured. You can access today’s videos using the following QR codes.

Every year, young(er) employees – often with limited asphalt experience – populate technician training conducted by Flexible Pavements of Ohio (FPO). Even attendees with modest industry experience often seem to lack actual productive time in a producer laboratory. Somewhat unknown to many aspiring technicians is the precision and level of detail required by ODOT specifications, testing methods and other industry standards.

HAMBURG WHEEL TRACKER

Although they learn the basics of asphalt, specification requirements and testing methods – including the critical measurements of temperature, time and tolerance in the basic technician training classes – new Level 2 and CMD Technicians are far from being proficient in their duties simply due to attending technician training and passing the appropriate exam. Only experience, particularly time spent with senior technicians working with materials, taking samples, running tests, generating reports and creating mix designs, etc. will eventually develop a new(er) employee into a qualified technician capable of working independently and being reliably productive.

Training in 90 Seconds – Hamburg Wheel Tracking Test

While companies are ultimately responsible for training their employees and providing them with the tools necessary to produce asphalt according to owner/ agency specifications, time is limited and projects have deadlines. Frequent Specification changes and complexity, sometimes combined with employee interest, can also affirm the need for additional training or opportunities to reinforce proper procedures or methods.

OHIO HAS NEW LAW MANDATING E-VERIFY USE

Ohio Governor Mike DeWine signed House Bill 246 into law on December 19, enacting the E-Verify Workforce Integrity Act. The Act imposes employment verification requirements on the state’s nonresidential construction industry, passing both the Ohio House and Senate unanimously.

escalating civil penalties. Fines range from $250 to $25,000 per violation. Repeating or willful violations may result in disqualification from state contracts for up to two years. Courts may order the permanent revocation of business licenses if an employer is found to have knowingly employed unauthorized workers. View our webinar recording.

The new law requires nonresidential construction contractors, subcontractors and labor brokers to use the federal E-Verify system to confirm the identity and work authorization of employees hired for nonresidential projects in Ohio. Employers must retain verification records and are prohibited from continuing to employ workers who receive a final non-confirmation through E-Verify.

The Act further requires state agencies to include E-Verify compliance provisions in nonresidential construction contracts.

NEW UTILITY LOCATION REQUIREMENTS FOR ASPHALT MILLING

New utility location requirements for certain asphalt pavement milling operations are now in effect in Ohio. House Bill 227, sponsored by State Representatives Monica Robb Blasdel and Mark Johnson and signed by Gov. Mike DeWine, took effect June 9, 2026 and updates Ohio's excavation and underground utility protection laws.

Of particular importance to asphalt contractors, the new law requires utility location services before milling deeper than 12 inches on interstate highways and deeper than 6 inches on all other roadways.

To help avoid potential construction delays, contractors should review planned milling depths in advance and coordinate required utility location services early in the project planning process.

When you think asphalt, one should – along with smoothness – think green, and that was the unofficial color for the 2026 Ohio Asphalt EXPO. Well, it also may have been due to the March 17 & 18 event’s opening day falling on another opportunity for “wearing of the green.”

Howard Marks, who has been with the Greenbelt, Md.-based National Asphalt Pavement Association (NAPA) since 2005 and serves as its EH&S Vice President, spoke on “Identifying and Managing EH&S Risks.” Aidan McDonnell, an 18-year veteran and President of Norwalk-based BOCA Construction Inc., led the “Smart Milling, Proven Smoothness” presentation.

The asphalt industry’s green qualities for environmental responsibility – as proven through its high recycling rates, mix technology and lower production emissions – were on full display at the state’s premier asphalt pavement event.

The Ohio Asphalt EXPO’s last two opening-morning sessions featured discussions from speakers combining for more than 80 years of asphalt experience. TJ Young and Tim Murphy, both more than 40-year industry veterans, spoke on plant operations and the importance of communications, respectively. Young utilized his industry experience and knowledge as President of Technical Training and Advisory Services Company LLC (T2ASCO) in his presentation “Mastering Plant Operations: Ensuring Mix Success.” Murphy, who serves as President of Chicago-based Murphy Pavement Technology Inc., provided his expertise on “Communications in Award Winning Asphalt Projects.”

More than 425 attendees took part in the annual two-day EXPO at the Columbus/Polaris Hilton Hotel. The event’s meetings, seminars, panel discussions, indoor and outdoor exhibitors, luncheons and other social events had all eyes – not just Irish – smiling. Sen. McColley, who is in his ninth year serving in the Ohio Senate and has been the Upper Chamber’s president since January 2025, said he has been seeing more of the state’s quality asphalt roads since he began campaigning with gubernatorial candidate Vivek Ramaswamy. The legislator, who represents the 1st Senate District and is hoping to become Lieutenant Governor – talked about how Ohio is attracting more business due to improved tax income rates, energy policies, infrastructure and skilled workers. Sen. McColley concluded by saying, “I can assure you that going forward, Ohio’s best days are in front of us. With all of you partnering with us to make sure that we have the roads and bridges necessary so we can continue to prosper, we’re going to bring Ohio back to the destination that it once was – as the economic giant, the industrial powerhouse that is in our DNA …”

Just as Ryan was bringing awareness to the Asphalt Institute, the Ohio Asphalt Pavement Industry Scholarship Program has been increasing asphalt technology awareness; creating a partnership between FPO and universities to incentivize schools to develop coursework in the field; and gaining interest in the industry among students for more than 30 years.

Following the luncheon, the same quality trait shown in the awardwinning projects continued with the speakers of Tuesday’s final two breakout sessions. Young and Murphy provided encore presentations, which dealt respectively on the topics of “Smooth Operations: Essential Plant Maintenance for Quality Mix Production” and “Commercial and Industrial Asphalt.”

“Asphalt” and “updates” were also discussed at the EXPO’s final event, the Scholarship Awards Breakfast, which featured keynote speaker Reed Ryan of the Asphalt Institute.

The next “class” of Ohio Asphalt Pavement Industry Scholarship recipients were front and center at the Scholarship Awards Breakfast – as 13 students, representing six Ohio universities were honored.

The opening day concluded with the Chairman’s Reception, which provided additional opportunities to network with fellow asphalt industry members, leaders and speakers.

SECOND DAY With more than 4,500 miles of road paving in the works this year, the final day of the 2026 Ohio Asphalt EXPO provided a must-attend session for asphalt contractors preparing for this year’s paving season.

The 2026-2027 scholarship recipients are students majoring in civil engineering or construction management. With the addition of this year’s $5,000 oneyear scholarships, the FPO Industry Scholarship Fund has awarded 592 endowed scholarships totaling $1,086,099 since 1995. Following the keynote, a video was shown honoring the scholarship recipients and their respective endowment sponsors. The Fall 2026 issue of Ohio Asphalt will feature more on the scholarship program and this year’s student recipients.

Ryan, who became Asphalt Institute’s president in 2025, brought extensive industry advocacy and experience to the role. Prior to becoming the 12th leader of the 107-year-old Institute, Ryan served as executive director for the Asphalt Pavement Alliance and was the founding executive director of the Utah Asphalt Pavement Association. The Asphalt Institute, which its members represent 95% of North America’s annual asphalt production, is a Lexington, Ky.-based trade association of international asphalt producers, manufacturers and affiliate businesses.

From the nation’s 250th Anniversary to the World Cup Soccer Championship and the Winter Olympic Games, there have been a lot of things to celebrate thus far in 2026.

Another opportunity and reason for celebrating are the many benefits of asphalt paving – from its smoothness, cost-effectiveness and durability, to ease of constructability and more – all of which were touted at this year’s Ohio Asphalt EXPO’s Quality Awards Luncheon on March 17.

Flexible Pavements of Ohio (FPO) has promoted Ohio’s use of asphalt for more than two decades.

This year’s 24th Quality Awards Luncheon honored the winning paving contractors, crews and project owners for choosing asphalt during the 2025 construction season. Quality Awards, recognizing exceptional asphalt production and craftsmanship by Ohio’s top asphalt pavement contractors, were showcased in five categories: Ohio Department of Transportation & Ohio Turnpike Infrastructure Commission Projects, Local Road or Street, Commercial Parking Facility, Special-Use Pavements and Airport Pavements.

Based on nine criteria – quality control, mat uniformity, longitudinal joint construction, transverse joint construction, ride quality, handwork, level of difficulty, corrective work and completeness – the 2025 Quality Awardwinning projects featured outstanding mix production and craftsmanship by Ohio’s top asphalt pavement contractors in 56 of the state’s 88 counties.
